Planning Board – Major Zoning Changes Under Discussion
At its July 16 meeting, the Planning Board considered transformative zoning changes, including:

Requiring affordable-housing components in all future subdivisions

Reducing or eliminating the 150′ setback rule for buildable lots

Establishing starter-home overlay zones on 10,000 sq ft parcels

Allowing certain projects by-right that now require special permits
These proposals may appear on the 2026 Town Meeting warrant after public hearings.
A March 7 projection shows taxpayers will spend an additional $582,400 (FY27–FY31) on the new Town Hall, primarily for HVAC and elevator work—despite the building being promoted as “turnkey.” The project remains significantly over budget.
A new FY26 Reduction Tracker is being developed with the Finance Director and Town Administrator to monitor each department’s spending adjustments following the failed override budget (Article 2B).
The department has proposed its third rate hike in two years. We are requesting clarity on the reason and total amount, as well as better communication regarding emergency alerts and pipe-flushing that leads to discolored water. We continue to monitor EPA PFAS updates and the proposed multi-million-dollar water-treatment facility.
We’ve requested that Norwell Public Schools and the Town provide periodic compliance updates confirming that spending reductions are being implemented as approved.
The Select Board has asked the Town Administrator to evaluate alternatives to the current employee health plan to control escalating costs.
We’ve requested information on the long-term durability of materials being used in the rebuilt boardwalk connecting the middle school and Donovan Fields.
